Tenders are invited for Review of the Draft Financial Stability Act Policy Paper and the Drafting of the Financial Stability Legislation TIME SCALE A full response to this RFP is required by or before 3.00 p.m. Seychelles time on Monday 21st June, 2021. SCOPE OF SERVICES The work of the Firm or Individual is as follows: 1 The FSC is an advisory body tasked to “contribute” to domestic financial stability. Members of this Committee are the: Central Bank of Seychelles (which holds the Chairmanship), Ministry of Finance, Economic Planning and Trade (MOF), Financial Services Authority (FSA) and Financial Intelligence Unit (FIU). It is used as a platform whereby members inform one another of emerging risks and risk factors, determine the correct and combined response to mitigate the build-up of excessive risks and collectively ascertain the state of financial stability within the country. The Technical and Financial Proposals must be submitted separately by email to the Chairperson of the Procurement Committee no later than 3p.m. Seychelles time on Monday 21st June, 2021 in line with Section 3.0 to procurement@cbs.sc as per the details below: 1. Technical Proposal - Reviewing the draft Financial Stability Act Policy Paper and the Drafting of the Financial Stability legislation; 2. Financial Proposal - Reviewing the draft Financial Stability Act Policy Paper and the Drafting of the Financial Stability legislation. The Financial Proposal should be password protected and the password should be sent to internalaudit@cbs.sc Milestone Date Release of RFP April 07, 2021 Submission of Intent to Bid April 14, 2021 Pre-proposal conference call and release of draft Financial Stability Act Policy Paper April 30, 2021 Deadline for questions May 07, 2021 Release of answers to questions May 21, 2021 Deadline for proposals June 21, 2021 by 3.00 p.m. Opening of Technical Bids (Immediately after deadline for submission of proposal) June 21, 2021 Decision made and respondents informed of the outcome July 16, 2021 Contract signed August 13, 2021 Delivery of the final draft of the Financial Stability Bill May 31, 2022
